They are matte, but not powdery 'dead' sort of matte, and feel neither drying or moisturising. For the perfect pout I'd still exfoliate and maybe line the lips. Tell Laura would level up any plain t-shirt and jeans kind of day to another level. It's chic and adventurous, ready to steal the thunder from any matte, dark red. With the lip liner under it, the lipstick shade does not need to be built up and last for a couple of hours longer.
